New York, NY – January 7, 2013 – The international law firm Withers (known as Withers Bergman in the US) announced today that two partners with deep experience in tax controversy, criminal tax law and tax litigation have joined the firm from Hass & Hecht. David J. Moise, who will work out of the New York office, and Seth G. Cohen, who will work out of the New Haven office, joined the firm as partners, effective January 2.

Mr. Moise has more than 25 years of experience in the tax procedure and controversy area. His practice focuses on federal, state and local tax examinations and appeals, tax court litigation and voluntary disclosure agreements. He has extensive experience in tax collection procedures, including tax liens and levies, as well as collection administrative appeals, installment agreements and offers in compromise.
Mr. Moise is admitted to practice law in New York and before the United States Tax Court. He received his B.A. from Syracuse University, J.D. from Pace University School of Law and LL.M. in Taxation from Boston University School of Law.

Mr. Cohen has extensive experience representing clients in tax controversies, including tax examinations and appeals, criminal tax matters, tax litigation and voluntary disclosure agreements. He also has significant experience in tax collection defense, including collection administrative appeals, installment agreements and offers in compromise.
Mr. Cohen is admitted to practice law in New York, Connecticut and Massachusetts, and before the United States Tax Court. He received his B.S. from Hunter College and J.D. from the Boston University School of Law. He is an adjunct professor of tax and law in the University of New Haven’s Master of Science in Taxation and Executive MBA programs.
