WASHINGTON, D.C., May 6, 2013 -- Electric power lawyer Jay Ryan has joined Baker Botts L.L.P. as a partner today, adding his extensive experience representing clients on transactional, regulatory and litigation matters related to the energy industry to the firm’s Global Projects practice. He will be based in the Washington office.
Prior to joining Baker Botts, Ryan was a partner at Van Ness Feldman, serving on that firm’s executive committee and formerly as managing partner of its Electric practice.

Ryan has worked for clients on matters that include the operation of wholesale power markets and regional transmission organizations; transmission and generation development; licensing and relicensing of hydroelectric assets; asset acquisitions, due diligence and divestitures; LNG exports; and compliance issues arising under federal and state energy and environmental laws.

Ryan represents transmission developers on legal issues associated with Federal Energy Regulatory Commission (FERC) ratemaking policies, U.S. Army Corps and U.S. Department of Energy permits, National Environmental Policy Act reviews, and transmission service agreements; market participants before FERC’s Office of Enforcement; and hydroelectric operators on licensing and compliance matters.
Ryan earned his J.D. from DePaul University College of Law and an LL.M from the Washington College of Law at American University (International Law) and the National Law Center of George Washington University (Environmental Law). He received his M.A. in National Security Policy from Georgetown University.
