WASHINGTON, D.C., Sept. 12, 2012 — Goodwin Procter, a national Am Law 50 firm, announced today that William M. Jay has joined the firm’s Litigation Department in its Washington, D.C. office as a partner in Goodwin’s Appellate Litigation Practice. Jay joins Goodwin from the U.S. Department of Justice where he was Assistant to the Solicitor General. He will focus on representing clients in appeals before federal and state appellate courts and the U.S. Supreme Court, and advising clients at the trial court level to provide an appellate perspective.
Jay has argued 11 cases in the Supreme Court and briefed 20 cases on the merits and more than 150 cases at the certiorari stage. He served as a law clerk to U.S. Supreme Court Justice Antonin Scalia from 2004-2005, after which he served as special counsel to the U.S. Senate Committee on the Judiciary during its consideration of the nomination of Chief Justice Roberts.
Jay has extensive experience in appellate litigation, critical motions, and regulatory litigation in federal and state courts and before federal agencies. He has handled multiple matters involving environmental law, preemption, election law, the First Amendment, and ERISA.
Jay received his J.D. from Harvard Law School where he was executive editor of Harvard Law Review; he received his A.B. from Harvard College. He is licensed to practice in Washington, D.C. He received the U.S. Attorney General’s Distinguished Service Award for his work on litigation arising from the bankruptcy of Chrysler, as well as a special commendation from the Environmental and Natural Resources Division for his work on litigation involving oil drilling, invasive species and interstate water rights.
